The cooperation between the federal government of Canada and the four governments in the region—Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island—runs the Atlantic Immigration Pilot.
It is a trial programme run by employers with the goal of bringing applicants to a particular area to fill job openings for which Canadian citizens and permanent residents aren’t available.
Employers are not required to do a labour market impact assessment in order to hire workers through the Atlantic Immigration Programme. If not, they must meet the criteria to earn the right to receive job offers.
Under the Atlantic Immigration Pilot, three different programmes are run to cater to various candidate types:
1) ATLANTIC HIGHLY SKILLED PROGRAMME
Those with professional, managerial, or technical/skilled job experience are the target audience for the Atlantic High-Skilled Programme. The job offer must also last for at least a year in order to meet the other condition.
2)ATLANTIC INTERMEDIATE-SKILLED PROGRAM
People who need occupations requiring a high school diploma and/or job-specific training are the focus of the Atlantic Intermediate-Skilled Programme. The job offer must be permanent, which is another need.
3) ATLANTIC INTERNATIONAL GRADUATE PROGRAM
Individuals with a certificate, degree, or equivalent certification from a publicly-funded institution in an Atlantic province are eligible for the Atlantic International Graduate Programme. No prior professional experience is necessary for this programme. The job offer must be extended for at least a year as another prerequisite.
IN ORDER TO EMPLOY A HOME SUPPORT WORKER OR HOME CHILD CARE PROVIDER
There are two licences that permit you to employ a foreign carer in your home:
Foster parents are not included in the pilot programme for home child care providers under National Occupational Classification 4411.
Housekeepers are not included in the Home Support Worker trial programme under National Occupational Classification 4412.
Home carers have the chance to apply for permanent residency after two years of qualifying work experience in Canada under the Home Support Worker and Home Child-Care Provider Pilot Programme. Additionally, it enables their relatives to visit Canada and work or study as they gain experience in the workplace.
HIRING AN OVERSEAS CAREGIVER
Employers outside of Quebec must use these two pilot programmes if they want to hire a foreign in-home carer.
A candidate’s work permit application won’t be approved if they submit a Labour Market Impact Assessment form under the Temporary Foreign Worker Programme in order to hire a carer who lives outside of Canada.

The following programmes can help you recruit a foreign carer who is already living in Canada:

HOW TO USE PILOT PROGRAMMES TO HIRE AN IN-HOME CAREGIVER.
QUEBEC CAREGIVER EMPLOYMENT
The caregivers who will work in Quebec are not eligible for the pilot programmes for home childcare providers or home support workers. The applicant should submit an application for a Labour Market Impact Assessment (LMIA) and hire a foreign in-home carer under the Temporary Foreign Worker Programme in order to do so in Quebec.
IDENTIFY A CARER
Finding a qualified individual, either abroad or in Canada, and making them an employment offer is how an employer might engage an in-home carer. The at-home carer will then send one of the pilots their application.
In-home or out-of-home caregiving arrangements can be made by the employer and carer together.
THE CANDIDATE NEEDS TO BE ELIGIBLE
The foreign national (carer) must demonstrate that they meet the eligibility standards and admissibility requirements of the pilots in order to obtain a work visa.
This frequently contains the:
- A Canadian post-secondary diploma or certificate of at least one year’s duration,
- Employment experience in a NOC-classified occupation
- The results of a language proficiency test demonstrating their ability to communicate in English or French, or a report from the Educational Credential Assessment that details how their education stacks up for one of those credentials.
MAKE AN OFFER OF EMPLOYMENT
Once a candidate has been identified that the employer wants to hire as an in-home carer, the employer must utilize an employment form to make the offer.
The employer must provide the candidate with a copy of the employment form after filling it out. Properly signed by the employer.
AFTER A CAREGIVER WAS HIRED BY THE EMPLOYER
The candidate may submit an application for permanent residency through the Home Support Worker or Home Child-Caregiver pilot programmes once they have received a work offer. Along with the application for permanent residency, the employee must simultaneously submit one for a work permit. If a worker satisfies the requirements for permanent residence, they will be issued a work permit.
The three-year expiration date of the employment permit. The worker may need to wait 12 months to receive their work permit.
